„H.E.L.P. – Helping Elderly Lonely People“

On 4 August 2016, Charity Foundation Caritas Moldova in partnership with the Ministry of Labour, Social Protection and Family organized a meeting for the network of non-governfmental organizations working in the field of homecare.

The main topic of discussion was the development of costs for social services as part of the medical and social services at home – problems and difficulties in implementation.

Galina Bujor, the representative of Ministry of Labour, Social Protection and Family assures us that MLSPF is open for cooperation, but it is a lengthy process, it required some changes in the existing framework. Participants were informed about the receiving funding mechanism for social services, which goes through several stages, including consultations with the Ministry of Finance. Recently was hired an experts by the UNDP to conduct a study to estimate the cost of social services.

Also the sides discussed other issues: the standard package of social services; decentralization of social services; definition of a standard package of social services by signing a memorandum of cooperation with NGOs MLSPF.

Tamara Adasan (Caritas Moldova, Home Care) proposed to register an informal network of NGOs to obtain another legal status:

“Together we can move the wheel forward, because everything that was done so far has been initiated by public associations”. I hope that by the end of the year will be developed methodologies for estimating prices and meetings like this are welcome to exchange experiences and future plans.

During this meeting, representatives of NGOs – have presented their project activities (goal, objectives, target – group and the impact that is expected to be obtained from the project), difficulties encountered.

The “HELP” project is already funded by the Austrian Development Agency (ADA) and Caritas Austria but is always looking forward for additional funding.
